이번 본회의에서는 ‘지속 가능한 영향을 위한 혁신’이라는 주제로 민관협력(PPP) 프로젝트의 지속 가능성과 회복 탄력성을 확보하는 데  ‘혁신’ 이 어떤 핵심 역할을 하는지를 논의할 예정입니다.

패널리스트들은 프로젝트 설계ㆍ재원 조달ㆍ운영 전반에서 지속 가능성을 통합한 실제 경험을 공유하고, 지역사회에 장기적으로 긍정적 영향을 미치는 전략들을 소개하겠습니다.

[질문 1. 지속가능성에 대한 자신의 경험을 공유해주세요.]

KIND에서는 인프라의 지속 가능성 향상을 위해 ‘스마트 파이낸싱’을 실천하고 있습니다. 

첫째로, 저희는 ESG 요소를 프로젝트에 초기부터 적용해 긍정적인 사회ㆍ환경적 영향을 창출하고, 장기 투자 유인을 강화하고 있습니다. 그 예로, 유럽 폴란드 물류 프로젝트에서는 투자 계약에 ESG 목표를 포함할 계획입니다.

둘째로, 저희는 공공-민간 자금을 결합한 혼합 금융을 사용합니다. 그래서 한국산업은행과 같은 개발은행이나 수출신용기관과 협력하고 있습니다. 이를 통해 개발 도상국 그린 프로젝트의 자금 조달 위험을 경감할 수 있습니다. 현재 필리핀과 아시아의 대중교통 프로젝트에 이러한 방식을 적용 중입니다.

마지막으로, 저희는 그린본드(Green bond)와 블루본드(Blue bond) 같은 새로운 기후 금융 도구를 모색하고 있습니다. 이는 재생에너지나 해안선 보호 등 기후 친화적 프로젝트를 위한 특별한 자금 조달 방식입니다. 저희는 재생에너지 프로젝트에도 그린본드(Green bond)를 활용하는 방안을 검토 중에 있습니다.

그러나 자금이 전부가 아니라는 것을 알고 있습니다. 좋은 제도, 적절한 인센티브, 교육이 병행되어야 이러한 도구들이 효과적으로 활용될 수 있다고 생각합니다.

코스타리카는 100% 재생가능한 전력을 사용하고, 국토의 25%가 보호구역으로 지정된 지속 가능성 선도국입니다. 

저희는 ‘탄소 사회적 비용’을 반영해 공공투자의 우선순위를 판단하고 있습니다. 탄소 사회적 비용이란 이산화탄소 1톤이 대기 중에 추가 배출될 때 지구적으로 발생하는 피해 비용을 현재가치로 환산한 금액으로, 코스타리카 기준으로는 톤당 $40이 적절하다고 판단합니다. (국가별 발전 정도에 따라 $25~$75 사이에서 책정됩니다.) 

저희는 프로젝트에서 발생하는 CO2 배출량을 계산 및 정량화하여 이를 탄소의 사회적 비용 또는 가격에 곱해 값을 산출하고, 값이 작은 프로젝트를 우선함으로써 더 지속 가능한 투자에 우선순위를 두고자 하였습니다. 현재는 공공 인프라 및 교통 부문에서 시범사업으로 시행 중 입니다.

브라질 파라주는 COP30 개최지로, 산림 복원 PPP 프로젝트를 시행 중입니다. 

산림 복원 PPP를 위해 주정부는 투자 위험 완화를 위한 규제 정비, 초기 투자 및 투자 유치에 나섰습니다. 보건 인프라, 교육, 토지 및 환경 정비 등에 투자하여 지역사회의 여건을 개선함으로써 민간의 프로젝트 리스크를 줄이고 투자 조건을 개선한 것입니다. 그 결과 민간이 10,200헥타르 규모의 산림 복원을 수행하게 되었습니다. 민간은 복원을 수행한 후 탄소배출권 수익을 통해 비용을 회수하게 됩니다.

이렇듯 공공과 민간이 지속가능성을 위한 각자의 역할을 효과적으로 수행하고 있습니다.

2050년까지 전 세계 목재 수요가 49% 증가할 것으로 전망되는 가운데 브라질은 산림 양허(concession) 제도를 통해 공공 산림에서의 지속 가능한 벌목을 추진하고 있습니다.

양허지역 내 벌목량을 제한하고, 지역 내 연구자금 조달 시 인센티브를 제공하여 자금 일부를 지역사회 복원에 투자합니다. 또한 장기계약에 대한 인센티브와 법적 안정성을 보장하여 민간 투자 유인을 확보하고 있습니다. 이는 단기적으로 생산량을 극대화하기 위한 것이 아닌, 장기적으로 지역사회에 대한 투자를 늘리기 위한 조치입니다.

 [질문 2. 인공지능과 빅데이터를 PPP에 어떻게 적용할 수 있을까요?]

인프라 계획ㆍ괸리에 있어 AI는 큰 도움이 될 것입니다.

첫째, 계획 단계에서는 홍수, 토지 이용 등 리스크를 분석해 입지 선정과 설계를 최적화할 수 있습니다. 

둘째, 운영 단계에서는 센서로 수집된 빅데이터를 분석하여 과도한 에너지 소비나 누수 등의 문제를 조기에 감지하여 해결할 수 있습니다.

또한 AI는 자원을 더욱 효율적으로 사용할 수 있도록 도와줍니다. 예를 들어, 스마트 교통 시스템은 교통체증을 줄여 배출량을 줄이고, 스마트 수도 시스템은 누수를 조기에 탐지해 손실을 줄일 수 있습니다.

이러한 기술들이 잘 작동하려면 데이터 활용규칙, 디지털 보안, 교육 기반이 구축되어야 합니다.

예측모델과 인공지능을 활용해 공공 투자 프로젝트의 실제 현황을 파악하고, 운영ㆍ유지보수 단계의 리스크를 사전에 식별할 수 있습니다. 현재 도로상태를 분석해 선제적인 유지보수를 수행하고 예방적 관리체계를 구축하고 있습니다.

산림 복원에 AI를 효과적으로 사용할 수 있을 것입니다. 생태계 구축에 있어 인공지능은 가장 적합한 기술과 전략을 빠르게 찾도록 도와줄 것이고, 복원 과정 최적화를 통해 비용을 절감하도록 도울 것입니다.

인공지능은 특정 지역의 30년 후 기후 시나리오를 예측해 어떤 수종을 식재해야 할지 판단하는 데 중요한 역할을 할 수 있습니다. 이런 정보는 장기적인 산림복원 전략 립에 결정적이며, 다가올 변화를 미리 준비하는 데 큰 도움이 될 것입니다.

There is a new beginning.

As an investment and development company pioneering the future of global construction, KIND stands at the heart of new beginnings, committed from start to finish.

There is a new challenge.

In the mid-2010s, when there was a strong need for a public institution to support Korean companies suffering from the global earning shock, the Korean Government sought to establish an institution with a better role and function than any other advanced countries.

At last, KIND was born — the master key for supporting the overall PPP process, including project identification, development, financing and follow-up management.

Challenges of ‘One Team Korea’ KIND have been proceeding with amazing projects.

Starting with Almaty Ring Road Project in Kazakhstan, Polimery Police PDH/PP Plant Project in Poland, and the Trumbull Energy Center Project in the US have opened up the markets in Europe and the United States. Building on our success in Saudi Arabia’s Tanajib Desalination Power Plant Project, we’ve advanced Facility E Water and Power Plant Project in Qatar, the Northern Marmara Highway Project in Türkiye, and the logistics center development in Tatabánya, Hungary. 

From the Korea-Vietnam Economic Complex established through G2G cooperation, to Cebu Affordable Housing Project in partnership with a Korean SME, to the New Capital City Project of Nusantara, Indonesia, The projects go on.

We are expanding into Battery Energy Storage System (BESS) projects in the UK, US, and Japan, as well as Small Modular Reactor (SMR) projects in Romania, actively taking on new industries and leading the future infrastructure market. 

Since its founding, KIND has approved investments in 29 projects across 17 countries, and we're just getting started, with more diverse projects on the horizon.

There is a new passion.

KIND’s continued efforts to support Korean companies expanding abroad have clearly proven our dedication as both a public developer and investor.

We take the lead in sharing essential PPP information with Korean SMEs eager to expand overseas — hosting PPP briefings and publishing country-specific guidebooks.

At the same time, we’re expanding joint overseas ventures with SMEs in areas like smart city development and renewable energy.

We’re also actively working with Korean companies to build a strong overseas PPP ecosystem — not only in developing countries, but in advanced markets as well.

There is a new possibility.

Even in the new normal era of high interest rates, exchange rates, and prices, we still find new possibilities in overseas PPP projects. In the era of fast responses to the global Fourth Industrial Revolution and the diversification of the overseas construction industry, we expand collaborative G2G platforms, identify and develop new growth industry infrastructure projects, conduct feasibility studies, and export smart city models as a part of government-entrusted program. We also plan to participate in global giga-projects, restore areas devastated by wars and natural disasters, support the Ukraine restoration and foster a number of PPP experts in the field.

Toward achieving 50 billion US dollars in overseas orders and becoming one of the world’s top four in overseas construction, ‘One Team Korea’, we turn possibilities into realities.

Beyond the era of one trillion dollars in cumulative overseas construction orders,  we are leading the way into the two-trillion-dollar era, shaping the future of global infrastructure through investment and development.
